I am reporting this incident with great disappointment and hopelessness caused by K-Electric running under your kind administration & command (abraaj group). Since 19th August, 2014 I requested for comprehensive/detailed/month-wise complete billing statement of (Consumer # LA-802xxxaccount # 0400000270xxxx) for the period January 2012 till Aug 2103 to reconcile my record for few discrepancies. In pursuance of company policy I visited your consumer services center and submitted handwritten request @ concerned IBC as well as registered my complaint on-line at your company official website.

Unfortunately, despite several reminding emails were made to your organization for the issuance of comprehensive /complete billing statement month-wise was provided after laps of 16 days via email but not in printed format as requested by me on company official letterhead. It shows there is cover-up of fraud/embezzlement in monthly bogus billing/false penalties are imposed just to push innocent customer toward unbearable bills & cordon consumers towards non-payment against illogical /fabricated billing.

Subsequently, related IBC-consumer Services Center staff gave me false justification “Consumer Billing Statement is an official & internal document of company and this document is not for consumer review”. Please first clarify in writing why consumer billing statement is not permitted to be issued to consumer against his request. Unfortunately this is in contradiction of K-Electric policy and procedures approved by regulator and licenses as well as constitution article 19a (Right of information). Why consumer past billing record is not accessible for his review just like a bank account detailed summery? I can infer that to reduce the figures of T&D losses due to unaccounted units, IBC-DHA authorities had parked these T&D or kutchiabadi’s losses in to innocent / Middle social class consumer accounts just like me.

This is further briefed for your kind consideration and logical reasoning that, in said flat my youngest brother having master degree and working for private organization (SBP & Consumer Purchasing-power Index’s classification as salaried person) is residing with his wife and with my elderly paralyzed mother. As per Karachi Supply company policy and procedure electric meter is installed outside of building premises (flats), further in this regard if Karachi Electric supply company has any doubt can verify the integrity /intactness of electric meter, let me assure you in advance there is nothing ever been tempered till dated what so ever by us. My whole family is highly law-abiding & discourages any illegal means/violation of law.



Subsequently you can crystal-clearly understand / presumes utilization of electricity as briefed above life pattern of my youngest brother, as per his daily routine of office he leaves the flat at around Hrs. 8.30 am till 20.00 from Monday to Saturday. Meanwhile only my brother’s wife and my paralyzed mother are at home.

2. Details of Electricity Consumption & life-style of husband & wife (single family) & paralyzed mother.

I already informed you that, In said flat my youngest brother is living with his wife and my mother and the total number of occupant are 03, and they are living very simply & decent life, my brother is working as Admin Executive for Logistic company at salary of Rs.32,000/month and it is very difficult for him to pay these excessive/overcharged electric bill.


He tried his best to reach IBC- DHA official to make them understand that, in Commercial area of DHA there-are number of people belong to salary class. They have same right according to constitution of Pakistan to utilize the Pakistan resources at same prices without discretions. Its seems K-Electric is charging different consumer segments according to their social class and locality.



News under buzz, about the enormous corruption of excessive billing & parking of units into the bills of non-responsive/shy-customers.


Please refer to appended screen short of news under buzz about the enormous corruption/embezzlement of unsettled unit’s adjustment into the account of shy/non responsive customers, in this regard their many instances where KESC was charging additional utility collection commission of Rs.08/- instead of Rs.6.23 as read from NEPRA website.

ISLAMABAD: The National Electric Power Regulatory Authority (Nepra) has revealed that the management of K-Electric, including a former managing director and all its regional heads, have been involved in over-billing its consumers and issuing unjustified and inflated bills to maximize revenue.


In a unanimous decision taken by a three-member Nepra body, the current K-Electric managing director has been asked to take action against the officers involved in excessive billing, including its former chief executive Tabish Gohar, as well as ensuring that no such incident take place in future. The regulator has sought a report on implementation of its orders and actions against the accused within three weeks.



The regulator said it had separately initiated proceedings against K-Electric under Nepra (Fines) Rules, 2002, but the power company had filed a civil suit in the Sindh High Court, challenging the Nepra notice.




Inquiry reveals top officials knowingly violated rules to maximize revenue. The Nepra investigation spanned 18 months of inquiries and hearings into six separate complaints, including some referred to it by the Supreme Court. Nepra obtained certain emails from K-Electric officials, ordering additional billing of consumers. One of the company’s former general managers, Shoaib Siddiqui, confessed that he “issued directions to field formations to carry out excessive billing and issue detection bills”.



Detection bills are issued when a consumer’s meter cannot be read properly or has malfunctioned. An estimated bill is generated in such cases.



Mr. Siddiqui resigned after the inquiry but was given a job in Byco – a sister organization of K-Electric. He “was made a scapegoat to protect the KESC management and was accommodated in an Abraaj group concern. Another executive, Arshad Iftikhar, Mr Siddiqui’s supervisor, was issued a warning and later on, promoted,” the inquiry held.

Some of the complainants referred to orders for 10 million units of excessive billing in September 2012, but Mr. Siddiqui confirmed that two million units were billed through 11 cycle days. Nepra said the over-billing that was supposed to be carried out did not actually take place because certain emails were leaked and exposed in the print media.



It said the orders for extra billing of 11 cycle days, an increase of 50 units for all consumers and the issuance of unjustified detection bills were issued by the former KE chief executive officer on September 18, 2012.



Nepra said K-Electric did hold an inquiry into the matter once the emails became public, but tried to cover up the issue. It said K-Electric did not record some emails that were provided to it during inquiry “which is sufficient to prove the involvement of senior management”.



The regulator said that on enquiry by Nepra, the KESC concealed the facts and reported that the top management was not involved in issuing these directions. The record, however, suggests that it was clear that the power company’s management was involved. “Concealing the facts from Nepra constitutes violation of the provisions of section 44 of the (Nepra) Act, Rule 20 of Nepra Licensing (Distribution) Rules 1999 and Article 15 of KESC’s distribution license”.



It said that from the emails it was clear that the KE has been issuing such directions to field formations on a regular basis. It was also clear that these bills were being issued without observing the code laid down in the consumer service manual.

b. Unlawful imposition of Bogus Billing under Term Detection Billing by K-Electric, an act of Federal Economic Crime Penalize-able u/s 24, 25,28,32, 35,204,290,417,470,420,533.

Please refer to appended illustration of patter of electric unit’s consumption in during 04 weather systems that is directly co-related with electricity demand and supply as briefed in NEPRA circulars.



During statistical analysis of units billed in the year 2012 have abnormal pattern, where in the month of January & February 2012 K-Electric IBC official had correctly read the electric meter and like-wise units were billed so I am agreed with the billing of Jan 2012 and Feb 2012, in comparison of units billed in the month Feb 2012 with the month of March 2012 there is drastically increase of 77% electric units consumption. Apparently complete-illogical and un-justified I already informed about my younger life pattern its 77% deviation and wrong reporting of electrical units.



In-fact K-Electric IBC-DHA authorities have settled-down/parked un-accounted units into my electrical account as act of embezzlement / miss-appropriation / deceived under corporate monopoly and no-proper control/supervision by regulator (NEPRA).



How come in the presences of such heavy 04-08 hours dominant long Electric loadshadding were observed in Karachi, but K-Electric concerned authorities did not considered the facts while preparing the Normal & Detection bill for the same period, instead showed upward trend of 77% deviation from last month. Karachi Energy (KE) has billed under monopoly their consumer on the basis of illogical / unrealistic electric units consumption with having any comparativeness  patter for the years 2012 and year 2013 and 2014.




Same pattern is observed from March 2012 onwards, in fact in the month of summer’s May’12 (481 units) June’12 (1869 Units) July 2012 (677 units) excessive /overcharging was done by K-Electric. Upon enquiry with K-Electric as shown in their billing statement they reported the June’2012 units 1869 under irregular billing (detection). I completely disagree with K-Electric corrupt official’s they had deliberately/intentionally have picked me up under irregular billing (detection) in absence of any evidence or any written intimation to me before processing such irregular bills. In fact K-Electric concerned AMO/DMO at their own-connivance as per their desire punished and pushed me forcefully toward default by imposing illegal/unlawful multiple excessive /overcharged bills to cover up their criminal act. Those involved must be brought to justice and to maintain origination discipline.

Since year 2011, there is rapid construction noted & has been done by real estate developers in Khayaban-e-Ittehad Commercial phase VI, Karachi. Therefore for each new building there is separate PMT need to be installed by Karachi Electric Company as per policy. Consequently on each week of the month there is un-announced power shutdown of 4 to 6 hours for the installation of equipment and reconnection of lines. Along with this there was massive electric line shuffling /maintenance's / re-engineering/installation has been done in last 3 months. consequently let me assure you that we did not received the electricity for 24 hours a day, instead there was mega underground cable fault was also observed for 4 months in the year 2013. Similarly in the year 2012 transmission line of our area were having constant problem in the volt of any of three phases or either jumper were burned down due to sea effect. So let me assure despite your vision and mission we consumer did not have the electricity as promised for 24 hours a day. However the electric bill apparently shows bogus upward trend in electric consumption. Exhibit No.9

Khayaban-e-Ittehad Commercial DHA Phase VI, Karachi, is having highest trend of apartment construction and installation of PMT/transmission Lines and other equipment, therefore we have 06 to 08 hrs./ Weekly unannounced loadshadding apart from regular loadshadding.



Furthermore, I am in complete-disagreement with imposition of Detection (Irregular Billing) amounting Rs 110,820.27/-(One Hundred ten thousand and eight hundred twenty rupees twenty seven paisa only) as well as Disconnection Charges of Rs.46,500/- both are part of scam arranged by the IBC-Defence General Manager and other accomplices including Billing Manager & RC/DC Department officials. In-fact all the Detection (Irregular Billing) +Disconnection Charges + Late payment charges are imposed in violation of Electric Act 1910 & K-Electric & adhered policy & procedures. There is no-single notice served u/s 39 & 39/A neither any written or verbal intimation was made to me till date what so ever as prescribed in Electric Act 1910 likewise in K-Electric Detection policy. Why these penalties were imposed and under what detection mood (Theft/Direct-Hooking/on account of slowness).



Instead it is obvious that there was no internal mechanism to make check the integrity & compliance of approved SOP’s are being enforced in true spirit to protect the company best interest. We can image as evident in exhibit 6(b) that there is no evidence neither prescribed form are available to support their fraudulently billing.



First of all I did not defaulted in the payment but purposely & intentionally forced not to pay such unbearable excessive bogus bills, in-fact excessive amount forcefully obtained by me prior consumption of electricity @ single family living in 02 bed room studio apartment.



Please consider all these Detection (Irregular Bills) bogus imposition of penalties an unlawful act like-wise in violation of consumer rights. May please be treated disputed till matter is resolved by competent authority. Under these irregular Detection Bill as per information provided by your good office via email 03rd September,2014 belong an Amount till date Rs. 110,820/ + Disconnection charges Rs. 46,000/-out of Rs 243,196/-. All of the appended bogus imposition of detection /irregular bill must be immediately withdrawn and I find it very offensive and abusive and reserve the right to lodge complains/FIR against this modus operandi and request K-Electric authorities to take necessary departmental action to restraint such acts of consumer-misery.

Let me clarify your kind authority that since Oct 2011 till date I have never default in payment, instead K-Electric has issued me excessive /overcharged bill since then, in contraction of actual electricity consumption patter which is properly described/illustrated below for your ready reference and review.



Consequently I would request your kind authority to intervene in this matter and immediately withdraw following fabricated/unlawful units accounted to me along with fabricated Imposition of Penalties.

3. Factual Electric Consumption calculation with Help of PEPCO estimation tool available at portal.

I purchased said 02 bed room apartment in the year 2004, since then I was regularly paying the electric bills till the year 2011 something went wrong with my monthly billing and K-Electric officials began to create trouble through embezzlements/excessive billings as well as fabricated detection billing in violation of Electric Act 1910.

a. Please refer to PEPCO website (http://www.pepco.gov.pk/bill_consumption.php) for the residential estimation and calculation of Electric unit’s consumption of listed electric & electronic equipment’s for a month. Keeping in view that electronic & electric equipment remained same since Jan2004 till date in the said premises constituted of 2 bed room apartment located on Khayaban-e-Ittehad Commercial Defence Housing Authority Phase VI, Karachi.


Method or Mechanism  how to calculate monthly electric consumption or monthly Electric Bill

It’s the locality of Lower social class of society consist of mostly salaried/self-employed individuals. These 2 bed apartments are for the small family of 3 people’s.



To establish my estimated utilization of electric unit’s consumption, I referred PEPCO website thou SoT (NEPRA SoT) is comparative to KESC higher, but said website is quite helpful for the individual to learn /plan/control /establish and restrain their electric consumption according to their financial bucket that suits them.



Unfortunately, after reviewing soft data provided by your good office of my past 2 years billing (Jan-2012 till Aug 2014), there are many discrepancies and illogical and illegal imposition of penalties in violation of consumer rights as well as human rights. By issuing bogus/fabricated/false bills consumer are intentionally pressurized & Harassed by K-Electric monopoly and injustice in violation of company ordnance 1984.



After receiving these bogus industrial-size bills without considering seasonal affects as well as massive load-shedding of 04 to 08 hours daily in region 02 areas during 2012. Please refer to survey done by Rozeepk for prevailed city-wise load shading in the year 2012.

It’s the great dilemma for the karachiets that, we do not receive the electricity for 24 hours a day instead we are billed for 24 hours/day and for 07 days a week without acknowledging the irritating /life threating loadshadding in Karachi.



“I totally disagree with your excessive/over-Electric billing! And find it absolutely offensives and act of economic crime. Further I did not make any default in payment instead paid in-advance. Why I am charged with over billing/looting by K-Electric authorities”.

My flat is of 2 beds and occupied with three people including my paralyzed mother brother and his wife. Please review appended PEPCO estimation of Electric units and find it good enough. As per this estimation for the month of January 2012, my Electric bill should have accumulated units 189 to 200, due to the effect of winter season in Karachi where temperature certainly dropped to 08 degree to 12 degree. The ulstration of electric pattern remains low comparative to other month of the year. But it is apparent that K-Electric has excessively charged me for this month with 256 units instead of Units 172 acceptable deviation @ 10% aggregated & round of 190 Units.

The electric meter is installed outside wall of flats building and electric meters are not in our custody/safety, K-Electric staff comes to visit these meters and access the same at their own discretions.

Subsequently, in rupees electric bill for the month of January 2012 against 190 units, should have around Rs. 1,300/- .

Similarly, I have calculated the month-wise electric consumption estimation for my family (via Pepco website http://www.pepco.gov.pk/bill_consumption.php), please review appended moth-wise estimation for the year 2012 and my electric consumption pattern accordingly.

Soon as month of March ends and commencement of month of Mar till May, season-pattern transform into autumn & it is mixture of cold weather with normal temperature during day and cooler nights; subsequently the usage of electric units shows slightly inclining trends. Therefore, I infer 263 units consumption for the month of May and estimated Rs. 2,400/- for this month.

After the commencement of August weather began to change in to cooler along with this monsoon rain system approach Karachi, therefore the electric consumption pattern gradually shows downward trend. It is further reported that throughout country as well as in Karachi, 2- 4 Hours loadshadding prevails, how come country is facing the short-supply of electricity in national grid system & K-Electric grids are constantly tripping, but in contradictory consumer are billed heavily without any logical explanation.

4. Continues Harassment & Mental depression given by K-Electric official/staff.

I am reporting this incident with great distress and metal trauma caused by Karachi Electric Company former Karachi Electric Supply Company Ltd. As per company policy electric meters are installed at front elevation of building premises. Unfortunately K-Electric Disconnection and Reconnection staffs are in personal vendetta against my poor young brothers, to him all the gang members /accomplices of K-Electric scammers persuaded him that there is nothing wrong in your bill it is normal bill, if you don’t have the money we can arrange you installment at our discretions.


I am unfortunate that my younger brother did not inform me on time; otherwise I would have already lodged complaint to relevant authorities /regulator or approached the court of law to prosecute these criminals. Who committed Billions of Rupees embezzlement with public?



Please stop immediately this harassment and mental distress given by your Reconnection and Disconnection Department staff members either by or by your vendor, these staff visit twice daily my flat in my brother absences and use dominated and insulting voice.



To bring in your kind notice that, few of these staff approached my brother with offers to settle down this bogus billing matter upon some percentage of bribe. I am very disappointed to notice that despite the changeover of new management, there is little change in the mindset of the employees still searching for illegal means of income.

5. For 4 months said flat was vacant from September 2013 till January 2014.

This for your information and necessary action that, said 2 bed room apartments was vacant for 04 months i.e. from September 2013 till January 2014. Because my mother suffered brain stroke due to Karachi Electric company staff bad attitude and continues harassment to divert our attention from their fraudulent scam.


As in practice they cut-off power supply (where-as I have proved in my above written request that I did not defaulted instead paid in advanced against bogus & excessive billing) from meter located on building front elevation in the peak hot weather of June and July 2013 May Allah must show no-mercy and burn-down the hand of culprit who deliberately cut-down power supply which caused brain-stroke to me my mother. We have to rush her hospital to save her life (aged 64 years). Unfortunately she was paralyzed (handicapped) from left side of her body due to high blood pressure ruptured her brain-vain caused by hot climate/high-humidity effect of merciless July –Aug 2013. Therefore, I would request you to review billing of the same period and do not impose bogus /excessive units in to my account only minimum charges are applicable .For your ready reference my mother hospital discharge-summery and a chart of SSGC consumption patter (Consumer No 982053XXXXX) appended as Exhibit No.27



While we were living in gulshan iqbal nearest place to hospital for the recovery of our mother , sudden low electric consumption but still were billed for electric consumption this justification null and void KE official argument, and confirm that KE is intentionally charging their customer while they are not using electricity




For these 4 months while my mother was hospitalized for cure and it was very difficult to commute back and forth to Agha Khan University Hospital to this Flat of DHA phase VI Karachi. Consequently my brother with his wife shifted to my other brother living @ Gulshan Gaala Apt, Gulshan Iqbal Block-11, Main University Road, Behind AGPR Office near Nipa Churangi, Karachi K-Electric Consumer No LA-820XXX (Mr.Hashim) , Screen Short of K-Electric online Billing shows Increased pattern in units consumption for September 2013 till Jan 2014 as Exhibit No.28

6. Stop unlawful Electric Line Disconnection in violation of Electric Act 1910 & Consumer Rights.


Keeping in view above fact and statistical representation as well as K-Electric acknowledged paid bills, I request K-Electric Chairman Mr. Tabish Gohar and Chief Executive Mr. Nayyar Hussain to take immediately necessary disciplinary action against culprit and consider this request in accordance of K-Electric company policy of “whistle blow” as well as soft Legal Notice to resolve this matter with mutual understanding.



Subsequently, please make inquiry against excessive or Bogus Detection Billing and restrain your technical staff of Rc/Dc department or vendor not to disconnect my electric line till legal & logical resolution of this disputed matter.



7. Reconciliation & Comparison of K-Electric Billing and My Electric Consumption


Please review appended self-explanatory justification brief in a numerically & statistically for the year 2012 and 2013 as well as 2014 in support of my argument that I have not defaulted till date, instead I have paid in advance to K-Electric and where as their unlawful and in violation of Electric Act 1910 imposed charges and bogus penalties are replied according to Regulator defined policy and procedures.

In view of the above cited justification for excessive billing and for unlawful imposition of fabricated detection at own discretion of K-Electric IBC-DHA concerned authorities. All the related matter and statistical and analysis are provided for your consideration and recommendation to withdrawn said disputed amount with immediate effect and restrain the K-Electric IBC-DHA staff to do not add up the additional units into my account without my intimation and agreement. Whereas the reading on meter shows some other numbers that are not similar to reading took & reported by K-Electric staff and later billed.

Anticipating your remedial early solution in this matter, and necessary departmental action against the involved black-sheep’s to rescue the brand image of the company.
